DESCRIPTION OF SITE IMPROVEMENTS
General Structural Components & Exterior/Roof:
According to the public records, the original build date on the subject’s two story house is 1910.
This house has a brick and vinyl exterior siding, composition shingles on the main roof, aluminum gutters and down-spouting, mostly insulated glass windows, and stone foundation walls.
Its total above grade living area is 2,030 square feet, but it also features a finished basement level with approximately 1,015 square feet. This house also features a detached two car garage with a finished loft. The garage was constructed in 2001. The finished loft is finished and heated. It could be a storage room, den, office or a recreation room. This garage and loft has vinyl siding, a concrete slab foundation, some insulated glass double hung windows, and composition roof shingles.
Within the valuation section of this report (in the Market Approach section), these improvements consisting of the two story house and its detached garage and finished loft will be given value on a hypothetical lot size of 0.35 acre. However, the total lot consists of approximately 0.70 acre and the other back of the lot with a hypothetical lot size of 0.35 acre consists of another detached garage with a finished duplex loft over a three car integral garage.
The first level of this duplex dwelling has a three car integral garage with a non- legal finished efficiency apartment or office (located at the far left side). It was built in 1994. The second level consists of two one-bedroom apartment units. The exterior has brick veneer on the first level walls and vinyl siding on the second level walls, insulated glass windows, aluminum gutters and downspouts, and composition roof shingles. Each side has the same layout (mirror design) and contains a kitchen, living room, one bedroom, one full bathroom and a storage/utility closet. The appraiser inspected all of the interior space of the subject’s buildings except for the left side unit of the duplex apartment unit. Additionally, this report contains photographs of these interiors except for this one unit that was not inspected or accessible to the appraiser. Apparently, this unit is occupied and the tenant did not want to have anyone inspect the living quarters on his day off.
Interior Layout and Finishes:
The subject’s house basement level contains a kitchen, living room/bedroom, a 3⁄4 bathroom, a utility room, and a storage room. The interior is slightly dated with some older carpet and vinyl floor coverings. These rooms have suspended ceilings and are in overall average condition. It has its own entrance located in the back of the house. The first floor has front and back entrances. This level contains a kitchen, bedroom, bathroom, living room with a fireplace, and a dining room. Floor coverings offer a mixture of tiled floors, carpeting, and hardwood. The kitchen was updated around the 1980s or the 1990s. This level is considered to be in average to good condition. The second floor also has its own entrance by the front balcony. It features two bedrooms, each with their own private bathrooms. These rooms are in similar condition to the first floor.
DESCRIPTION OF SITE IMPROVEMENTS CONTINUED
Heating to this structure is supplied from a gas-fired forced air furnace. Sufficient electric is within the basement level and the dwelling has all public utilities (water, sewer, gas and electric).
The subject’s detached two car garage also features a 1⁄2 bathroom in the back right corner of the garage. An unfinished storage room is located in the back of the integral garage. Utilities are located in the right corner of the garage space. An interior stairway to the second floor is also located on the right side. The second floor is finished with carpeting, painted drywalls, and a finished ceiling. There is heat and this space could be used for a number of uses: rec room, hobby room, or informal office space. It is in good overall condition.
The duplex structure with its three car integral garage is in average overall condition. The first floor finished unit is not legal. It was used as an efficiency unit with a finished living room/bedroom, kitchen, and bathroom. Access to this unit is possible through an outside entrance and through an interior entrance from the integral garage space. The second floor units are identical mirror units. They are accessible through an outside treated wood staircase and upper tier covered deck. The entrance door under the covered side deck allows access to their respective kitchen. Each unit also has a living room, bathroom, and a private bedroom. The bedroom has access to the utility closest. The right side unit was inspected by the appraiser and it appeared to be in average condition. However, the refrigerator still contained some food contents which had spoiled considerably.
Additional Details and Evaluation:
The reader/user of this report should contact the borough to make certain which units are allowable within the current zoning ordinances. Although the subject is within an R-2 (two unit residential) zone, a confirmation call to the borough’s zoning office regarding the subject’s current and/or future uses is recommended. There are a number of possible residential uses concerning this property and the appraiser makes not guarantees as to what those uses are legal and permissible. Variances are always an option, but this also needs to be confirmed with the local zoning office. As mentioned earlier within this section, the subject’s rents were unavailable to the trust office and to the appraiser. The only rent provided was to the one left side unit of the subject’s duplex. Its rent was $400 plus the tenant was responsible for all utilities. In addition, the duplex was, at some point in time, listed as having a mailing address of 803 Smith Street.
